Uttar Pradesh Cabinet Greenlights Policies to Boost Leather, MSME Growth

Investment missions, training programmes and 700-acre MSME parks headline growth plan.


10 Aug 2025: In a decisive move to strengthen its industrial footprint, the Uttar Pradesh (UP) state cabinet has approved two key policies — the Uttar Pradesh Footwear, Leather and Non-Leather Area Development Policy 2025 and the UP MSME Audyogik Aasthan Prabandhan (Allotment) Policy.

The leather-focused policy seeks to elevate the state’s share in global exports, attract fresh investments, modernise manufacturing through technology upgrades, and roll out training programmes to enhance product quality and build a skilled workforce. The state government estimates the initiative could create nearly 4.4 million jobs over the next five years. As part of its investment drive, UP recently dispatched delegations to China and Japan and is developing mega leather parks in Kanpur, Agra and Unnao.

The MSME policy, meanwhile, will provide land to micro, small, and medium enterprises at competitive rates. Approximately 700 acres are earmarked for MSME parks, with plots to be allocated via an online bidding process on the GeM portal. With both policies in play, UP aims to position itself as a manufacturing and export powerhouse in the coming decade.
